reasons for his government’s opposition to Proportional
Representation to be introduced for the 1964 elections. He pointed
to the possible dangers to democracy, forging of racial and national
unity. Dr. Jagan was convinced that the use of Proportional
Representation was intended to defeat the PPP which has won three
successive General elections, to facilitate a coalition and
encourage the formation of extremist splinter groups. Proportional
Representation would disenfranchise many and open to abuse and
rigging of elections. Dr. Jagan’s views were so precise. He detailed
the experiences in Malta, Singapore, etc where the UK government
orchestrated parties with minority votes in power.

Truly, this article by Dr. Jagan is a sort of classic pointing to
the actual modus operandi and hideous treachery of the UK government and
its double talk of freedom of the colonies. Dr. Jagan and his
government have been nothing less than honest, well-meaning and
wanting to take/make courageous reforms. But the British … did they
place the “West on Trial”, as was to later chronicled in greater
details?

affecting 4 interior land settlement projects and the sugar
industry. He identified a Union of the workers choice would curtail
strikes which cause much suffering to workers and the economy. PPP
Governments of 1953 and 1963 tried to put in place a labour
Relations Bill, but the US did not favour it and worked within and
outside to avoid it. Their covert acts led to havoc and
violence in the streets of Georgetown. They muzzled and influenced
the TUC to their fancy. Four settlements were also projected. With
the assistance of the World Food Programme settlers would benefit
for two years after which, the scheme would be carried out on a
cooperative basis.

He expressed his sadness for the withholding of independence with
the connivance of the British and American vested interests and
local agents in the opposition political parties and trade union
movement. Dr. Jagan made every possible effort to avoid a split in
the national movement. The personal ambition of the leaders of the
PNC was paramount to that of the national interest. The employ of
Afro Guianese scabs to betray the objective of Indo-Guianese sugar
workers led to hardened racial overtones. The press and
anti-national forces took advantage of that scenario to deepen the
“strife” and serve the interests of all others to prevent the PPP
Government to lead Guiana to genuine independence, thus paving the
way for the Proportional Representation call by Burnham and D’Aguiar.
Dr. Jagan reaffirmed his commitment to peace and to canvass
everywhere in the interest of Guiana. He called for goodwill to work
for permanent peace and harmony in strife-torn and unhappy Guiana.

D’Aguiar to issue a joint appeal for peace and harmony in the
country to work out a solution to the political deadlock. Two bomb
explosions simultaneously at Freedom House and Gimpex injured 13
persons and killed 2. The meeting was aborted and never again
materialized. Jagan appealed for peace and 21.07.64 was declared a
National Day of Mourning and Reconciliation. PNC and UF refused to
cooperate. During religious services hostile elements started and
led clashes – houses were burnt. Two persons lost their lives.
Bombings continued in Georgetown. The Governor and Commissioner
again failed to react. Several people were murdered. Dr. Jagan
called for correcting the imbalance in the Security Forces to bring
about confidence of the entire community.

which led to the Home Affairs Minister’s resignation. Security
reports of the PNC Terrorist Organisation, the TUC, Civil Service
and Volunteers and Police Forces to smuggle arms and carry out
general sabotage were kept secret. A second document indicting the
PNC and others of the police force was also a secret. Jagan
concluded that had the reports been disclosed earlier, the outcome
of the Constitution al Conference would have been different and the
imposition avoided and not be to the disadvantage of the PPP and one
section of the community.
