  summary                Dr. Jagan criticized the 1966-1973 – 7 years Development Plan for lacking consultation and grassroots involvement then hurriedly introduced and passed in the Legislative Assembly. The widest involvement was ignored. Both the PNC and UF in their 1964 Election Manifestos had spoken of huge sums of money for development, but has now buckled down and cannot answer how or where to source finance to supplement their reduced projections. Jagan pointed to a number of measures which should be pursued for the realization of any development.
