Title: Coalition's Failure (Straight talk)

Year written: 1968/01/14

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 3

Summary: Dr. Jagan cited the coalition’s administrative failure to govern the country. He identified 23 areas which the government failed to positively address and which led to the decline. The prevalence of strikes, higher taxation and devaluation and failure to stimulate industrialization or diversification of the economy are noted. The 1968 Budget is reminiscent to that of colonial times. With the absence of D’Aguiar representing big business in the Coalition, it was expected that the PNC which talks so much about Socialism and equality would have done something for the small man.

Serious shortages of drugs and school fees for education in secondary schools; education in all age secondary schools was also sabotaged. A comparison to the PPP term in office (1957-1963) show a superior income tax regime for the poor as against the PNC sell out to imperialism and betrayal of the Guyanese people.

Year written: 1968/02/18

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 3

Title: Press Statement - February 24, 1968

Year written: 1968/02/24

Title: Caribbean Unity (Straight talk)

Year written: 1968/02/25

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 22; "Caribbean Unity and

Summary: On Caribbean Unity – Dr. Jagan identified clash of interests – what the people, the government and the imperialists, want. Caribbean Unity means a sum total in the alleviation of the material and cultural needs for a better life. For the people – politicians see the unity as an excuse to cover up their failing policies and “hope” to address/appease the ills and frustrations of the people. The imperialists and Chamber of Commerce see Caribbean Unity as cementing further foreign economic domination of the region. India and Brazil and China and Cuba are cited as examples, as alternatives/models of impoverishment and progress. The key factor in economic development and progress lie in the fundamentals of who controls the economy and in whose interests – the foreign monopoly capitalists or the people. How the economy is regulated and run.

id# 1809/1821

Title: Carifta (Straight Talk)

Year written: 1968/03/24

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 10

Summary: Little knowledge or enthusiasm of CARIFTA and lack of promotion or debate on the needs for free trade may be a ploy to hoodwink Caribbean peoples and keep secret the interests of the imperialists. Common markets under the imperialists anywhere have led to greater dependency among small nations/states, their economies and peoples. Any correct development to benefit the peoples has to be based on public ownership and control of the commanding height of the economy. Caribbean Unity and integration may sooner be accomplished when such a policy dominates.

Title: Gunboat and Dollar Diplomacy (Straight talk)

Year written: 1968/06/23

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 8

Summary: World War II concluded successfully in the battle for freedom and democracy. But the colonialists were determined to restore the old order. The Dutch, French and British returned to some former colonies, but were subsequently driven out. Other and more subtle means were used to thwart the struggle for national liberation and independence. The “gunboat and dollar diplomacy” came into being. Books, films, scholarships, gifts, etc were given to local organisations in the pursuit of infiltration. Peace Corps were engaged in teaching, constructing bridges, etc and making themselves acceptable to the people – all of these to subdue and detract the choice for a new path of national development. The Guyana case is well documented of US infiltration and brain washing.

Title: Toward Dictatorship in Guyana

Year written: 1968/06

Place delivered: USA

Medium: Printed in "The Minority of One " Pg 13

Summary: Toward Dictatorship in Guyana” is carefully documented. It brings to focus the US involvement to deny independence to British Guiana under Dr. Cheddi Jagan and the People’s Progressive Party. Diplomatic pressure on the British Government, claim to 2/3 of Guyana’s territory, CIA fomented strikes, riots, blockade, etc. The US puppet (PNC) government has brought Guyana to near bankruptcy and decline in agriculture. Step by step a neo-fascist type of dictatorship is being established. Electoral fraud is being complemented to perpetuate the US puppet regime in office. Democracy and freedom is used as a flimsy excuse by the US to violate the Geneva Agreement, committing genocide and intervention to prop up unpopular regimes. Poor and depressed nations can find solutions of their own if the US keeps its dirty, bloody, dollar –crooked fingers out of the business of these nations.

Title: Bourgeois Intellectuals (Straight talk)

Year written: 1968/07/28

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 15

Summary: PNC spokesman – Sonny Ramphal, Martin Carter, Amson Sancho – all bourgeois intellectuals, clouded the real issue behind the territorial claim by Venezuela to 2/3 of Guyana’s territory. Unlike revolutionaries, they talk of “Venezuelan imperialism”. This clouds the real issue of poverty and hardship and is geared to deceive the people. Both governments – puppets of US imperialism play games to win support at their coming elections. The Border issue serves as a good excuse to preserve imperialism’s wishes.

Title: Guyana is No Model (Straight talk)

Year written: 1967/07/30

Place delivered: Guyana

Medium: S/T printed in "Mirror" and in "Liberation" magazine

Summary: Propagandists on the payroll of the PNC-UF coalition have been selling Guyana in the Daily Telegraph (London) as a great success story and its economic planning could be a model for Africa. The Telegraph merely looked at the government’s statistical lies and concluded that all was well. The truth is opposite – growing unemployment, agricultural decline, growing illiteracy, etc. A similarity to Jamaica is analyzed. The Guyana model is no model at all and no different from what the imperialists are pushing in the Commonwealth Caribbean. Guyana, like other third world countries needs a complete restructuring of its economy on a planned basis, based on public ownership of the means of production, distribution and exchange.

Title: From Truman to LBJ (Straight talk)

Year written: 1968/08/11

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 7

Summary: Dr. Jagan’s scholastic understanding of world capitalism and US imperialism in particular, is vividly replicated in this essay. The cold war has been re-declared by Harry Truman, whose aim was anti-communism. States opting for planned economies and controlled foreign trade as against the free enterprise system were dangers to freedom, worship and speech. Truman urged the world to adopt the capitalist/American system. It was war communism and US hegemony for an American World System. That in essence, has been the modus operandi and modus vivendi of the US administration. Several treaties and fronts have been machinated to promote the USA as world policeman. This is how the foreign policy of the USA is framed.

Title: Trends - More Taxes (Straight talk)

Year written: 1968/08/18

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 10

Summary: Pro-imperialist monetary, trade and fiscal policies dictated by the USA have led to growing inflation and a marked jump in the cost of living in Guyana over the past three years. The same is true for the majority of the pro-imperialist, colonialist and neo-colonialist world where the gap between the rich and the poor is widening with the erosion in the standard of living. The government failed to heed the advice of the PPP which could have avoided the burden in all aspects of national life – devaluation, high interest rates, restriction on imports from socialist countries. No effective price controls and indirect taxation in the form of increased duties.

id# 1832

Title: Economic Retrogression

Year written: 1968/09/22

Place delivered: Guyana

Medium:

Summary: Nearly four years of the coalition government and there is economic retrogression. The Manifesto of the PNC and UF on Development are in tatters. There is failure to reach targets and vast additional money is needed to fund the revised expectations. Growing bureaucracy, squandermania, ministerial extravagance have all robbed the emphasis on development and social services. Guyana is in the red and from a credit balance at the end of 1963 to a debit position at the end of 1968. Dr. Jagan pointed to more and more taxes the people have to pay.

Title: More Promises (Straight talk)

Year written: 1968/09/29

Place delivered: Guyana

id# 1837

Title: More and More Promises (Straight talk)

Year written: 1968/10/06

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 6

Summary: The cost of living is soaring. Unemployment growing and there is more and more frustration. The regime, conscious of disgruntlement among its own supporters, has resorted to ideological aggression and shift blame for its failure of its domestic and foreign policies to others. Shortage of capital, laziness, lack of technical skill, etc are blamed for government’s poor performance. To have an injection of foreign capital and investment, a number of concessions to attract private investments on bilateral and government to government aid have to be agreed to – all of which contribute to underdevelopment. Propaganda and excuses will not suffice. Dr. Jagan advocates a new strategy of development while is based on preventing the outflow of capital.

id# 1838

Title: Red Herrings (Straight talk)

Year written: 1968/10/13

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 6

Summary: Poverty and backwardness of third world countries are largely due to the outflow of capital. Imperialist aid is tied with strings and leads countries into further difficulties. Propaganda and half truths are peddled to give the imperialists and their puppets excuses for misdevelopment and the miserable policies they pursue. Others too, blame poverty and backwardness to lack of skills and implied that inflation and lowering standards are not due to governments bankrupt trade, monetary, taxation, industrial and agricultural policies, but the people’s inefficiencies. Peoples China, a relatively backward country has made tremendous advance in science, technology and other areas. Other examples are cited. The Guyana government, like puppets everywhere creates “red herrings” to cover up for its incapacity and pro-imperialist, anti-working class policies.

id# 1839

Title: UF and PNC Swindle (Straight talk)

Year written: 1968/10/20

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 7

Summary: Guyana’s acute social economic and conditions are due to pro-imperialist domestic and foreign policies, corruption, nepotism and discrimination which have led to disillusionment, frustration and dissatisfaction. The PNC somersaults from one position to another, but the people continue to suffer under PNC-USA deal. None of the PNC elite is socialist, but on the way to becoming capitalists and landlords. Read of Burnham’s deal with J.F Kennedy in 1962 and why the US backed him. His policies are based on anti-communism, neo-colonialism and US capitalism – imperialism.

Title: Guyana: Drift Towards Dictatorship

Year written: 1968

Place delivered: USA

Medium: Printed in "New World Review" Fall-Winter 1968 Pg 35

Summary: Burnham is faithful to US imperialism – his 1962 deal with J F Kennedy in the White House is testimony to his preference for Burnham for an independent Guyana and head of state. With US diktat and unpopular, pro-imperialist policies, Guyana lags and the masses are suffering. This masterpiece of Dr. Jagan, gives details of Burnham’s move to becoming a dictator in face of rising socio-economic problems of the people. Makes good case study for university student of political/social science on the role of US imperialism, neo-colonialism, the CIA and democracy on trial in third world countries.

Title: USA in South America

Year written: 1968

Place delivered: USA

Medium: Printed in "Freedomways" Vol 8 # 1 Pg 24-40

Summary: This article deals with US policy in South America. From various activities of the CIA, state bodies and other surrogates of the USA, this book reveals the actual involvement of the USA in the affairs of every state in South America. The Guyana scenario is a truly unique case study in some ways, but the general race, class and issues of national liberation remain the same – all of which redounds to US domination and pro-imperialist policies. South America needs popular, progressive development. US policies do not alleviate the problems of poverty and backwardness.

Title: Reply to Questions put by Carlos Castilho -Manchete

Year written: 1968

Place delivered: Guyana

Medium: Interview

Summary: Dr. Jagan replies to 8 questions by Carlos Castelo of the Manchete Magazine. Most of the questions focused on the claim by Venezuela to a large part of Guyana’s territory. He went on to expose the clouded US involvement using the two puppet regimes of Guyana and Venezuela to its whims and fancies to avert the “Cubanization of Guyana”. Both puppet states use the ‘border dispute” for electioneering purposes also to build up fears and create diversions from day to day problems of poverty, etc. The claim to Guyana’s territory is put in a clear and factual way and in proper perspective – not based on options, but on prior international judgments. Dr. Jagan calls for Latin American Unity to carry out a democratic and revolutionary, anti-imperialist programme to put an end to the “big stick” methods of the USA.

They cover up the linkage of USA and its effects on price increases – in agreement with the puppet government. Trade restrictions from socialist countries Ruinous agri policies and heavy external borrowing. While reforms are good they must be genuinely in favour of country and the masses of poor. Year written: 1968/11/24

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 8

Summary: Dr. Jagan spoke of two Americas – one where the rich dominates and exploits the world and the other where the masses live in dire poverty and on whose sides are the communists and progressives fighting for socialism and progress. He opposes reactionary America and join hands with genuine American true lovers of freedom to fight US imperialism and for ushering socialism in the USA.

Title: Letter to Editor Evening Post & Mirror - November 30,

Year written: 1968/11/30

Place delivered: Guyana

Medium: Letter

Summary: Dr. Jagan writes to correct the wrong impression when he said because of the capitalist, pro big business and undiluted private enterprise policy of the UF, the PPP will not form a coalition with the UF (1963). Since the PNC espouses pro socialist, anti-imperialist and non aligned policies it is likely that a PPP-PNC may be possible, but only after the PNC would have agreed to a clear cut programme worked out. PNC backfired on this in 1963. PPP is not opposed to alliances and subscribes to principles – democratic, patriotic, national and anti imperialist. No political prostitution, sacrificing principles for expediency just to enjoy the fruits of office. Don’t be fooled. Neither the PNC nor UF wants an alliance with the PPP.

Title: More Unemployment (Straight talk)

Year written: 1968/12/03

Place delivered: Guyana

Medium:

Summary: Four years of the coalition government has led to growing unemployment and retrenchment, contrary to claims of job creation. Population growth, annual school leavers, industrial failures and drift from the country to the city, has impacted more severely on the people. In such situations, the imperialists take advantage of cheap labour and tax free concessions to set up industries. Only a PPP government can guarantee radical social and economic changes and solve the unemployment problem.

Title: PNC Created the Violence (Straight talk)

Year written: 1968/12/08

Place delivered: Guyana

Medium: S/T printed in "Mirror" pg 12

Summary: Dr. Jagan traced the creation of violence by the PNC, its secret deals with imperialism and the CIA. Since the PNC cannot win a free and fair elections it resorts to violence. The PNC terrorizes the people into subjection. Under the PNC there is peace with starvation, insecurity and fear and the peace of the graveyard. On the other hand, there is peace with progress, dignity and freedom. One needs to look at the PNC record of governance and alienation of the people. Violence was clearly as a result of the UK and US government conspiracy in collaboration with some local political and labour leaders to overthrow the legally constituted PPP government.

Title: Excuses for Failures (Straight talk)

Year written: 1968/12/10

Place delivered: Guyana

Medium: S/T printed in Mirror

Summary: The perceived differences between the UF and PNC and the resignation of D’Aguiar as Finance Minister are in no way meant to bring good to the nation, but rather to protect big business and profit. So the PNC has a platform for excuses that the UF was the bugbear and therefore the PNC is clean and should be supported in the coming elections. But the PNC is neither ideologically or psychologically committed to anti-imperialism and a non aligned, socialist course. The PNC leaders have only changed positions to more get-rich lucrative jobs.

Summary: More propaganda, less progress led to growing disillusionment, dissatisfaction and frustration among the Guyanese people. Even journalists and supporters of the PNC feel disgusted and dejected. Government apologists/spokespersons at home and abroad are painting a rosy picture to hoodwink public opinion. The PPP has been dubbed unpatriotic for exposing the coalition government’s failure. But the PPP was proven right and Guyana is no model for any third world country. There is a downfall in all aspects of daily life. Guyana needs sound policies not propaganda. PPP only can do so.

Burnham’s deal with J.F Kennedy is well documented in “A thousand Days” by Arthur Schlesinger. National Security Act was put in place to silent growing dissent and working class agitation for democratic norms. The Kaldor Budget – 1962 was used by the PNC and UF to misrepresent the needs of the poor. It led to riots and mayhem by the PNC and UF with an 80 days strike and blockade. The CIA was involved in that strike to overthrow the PPP government and denial of basic human rights. Discrimination and racial, political and other grounds was widely practiced. Appeal for struggle to avoid the US policy for a police state in Guyana.

Summary: The coalition government reneged on its promise to reimburse farmers for bulldozing and leveling the cane lands – for rice and other crops on the E.C.D. Attempts to have the government honour its obligation failed. Facilities to aid farmers during the PPP were discriminately withdrawn. PNC favouritism in employment and the refusal and reduced employment to others were practiced. The poor continued to live in logies and face the wrath of flood and loss of livestock and kitchen gardens. The government and Water Conservancy authorities have to be blamed.
